Traditionally, we stage clichéd photos for the press, which might include a line of officials standing behind a strand of red tape before they perform a standard “ribbon cutting,” or a row of VIPs sticking shovels into dirt. These photos may be featured in hyper-local media, but larger media refuse to run them.
