Summary

Last Fall, Rawle-Murdy Associates, Inc. undertook a campaign to pass a half cent tax referendum in Charleston County .Our 2002 campaign faced stiff opposition and the stigma of a campaign failure in 2000. As a result, we conducted research on best practices, likely supporters, resonant messages and outreach opportunities. We developed a strategy to harness special interest communities, generate nearly daily media coverage and build a sense of buy-in from the County's leadership. Despite a tiny budget, compressed time-line and stiff opposition, the referendum passed, an accomplishment nearly one dozen campaigns nationwide did not achieve.
