Under Secretary, Public Diplomacy and Public Affairs
There perhaps has never been a time where public diplomacy has had more importance. As Under Secretary of State for Public Diplomacy and Public Affairs, Karen P. Hughes leads efforts to engage American diplomacy to counter ideological support for terrorism around the world. Her session "Waging Peace - the New Paradigm of Public Diplomacy" explores the intersection of public relations and public service to implement effective public diplomacy. Faced with the challenges of a new communications environment, both public and private sectors share a common mission to engage new media and technologies, which are rapidly changing the nature of global discourse.
In her role, Ambassador Hughes is developing a comprehensive public diplomacy plan built on three strategic objectives: to present a positive vision of hope and opportunity rooted in American ideals; to confront ideological extremism by empowering mainstream voices to exhibit respect for Muslim cultures and contributions; and to foster commonality of values and interest between Americans and other cultures throughout the world. As Undersecretary, she oversees the State Department's bureaus of Educational and Cultural Affairs, Public Affairs, and International Information Programs, and participates in State Department foreign policy development.
Ambassador Hughes' current work in public diplomacy and public affairs follows her experience as a longtime advisor to President Bush. She served as counselor to the president for his first 18 months in the White House where she was involved in major domestic and foreign policy issues, led the communications effort in the first year of the war against terror, and managed the White House Offices of Communications, Media Affairs, Speechwriting and Press Secretary. She is the author of "Ten Minutes from Normal," the story of her experiences working for President Bush, and she helped write the president's autobiography, "A Charge to Keep."
Her impressive career includes working as a television news reporter for KXAS-TV, the NBC affiliate in Dallas/Fort Worth. She is a Phi Beta Kappa and summa cum laude graduate of Southern Methodist University, where she earned degrees in English and Journalism.
