Paula Pedene was one of the first whistleblowers at the Phoenix VA. In 2010 she and Dr. Sam Foote exposed funds mismanagement and a hostile work environment. When new leadership arrived, unethical practices continued and she again collaborated with Dr. Sam Foote in exposing a lack of health care access for veterans, which led to the exposure of the nationwide secret wait list scandal.
