Welcome to the PRSA Technology Section. As your 2025 Chair, I’m delighted to welcome you to this dynamic community that sits at the intersection of PR and technology. In our fast-paced, always-on society, strategic communication is more critical than ever in shaping how audiences perceive and adopt technological advancements.
Our Section is dedicated to empowering communicators in the technology space to stay ahead of trends, embrace emerging platforms, and navigate the unique challenges of this sector. Whether you’re aiming to stay ahead of the curve on latest tech, manage a crisis, break down complex concepts, or amplify a cutting-edge solution, we are here to support you with resources, insights, and a vibrant network of peers.

Technology PR Professional of the Year Award
The Technology PR Professional of the Year Award is given by the PRSA Technology Section. The award recognizes one outstanding PRSA Technology Section member and one PRSA member who has demonstrated notable or outstanding service and/or contributions to: (1) the practice of public relations or communications with an emphasis on technology, (2) their employer or organization, and (3) the community.

Dulcey Antonucci, APR

Dulcey Antonucci, APR, got her start in public relations managing national publicity campaigns for high-profile authors. More than 15 years later, she has since directed all aspects of strategic communication and marketing in the higher education, K-12 education, and state government sectors. She joined Western Governors University in 2020 and currently manages public relations and communications for the School of Technology. In this role, she leads thought leadership, media relations, and events for the largest conferrer of IT degrees in the U.S.
She has a master’s degree in creative writing from San Francisco State University, as well as a Master of Communication Management from USC’s Annenberg School of Communication and Journalism. Accredited in Public Relations (APR) since 2012, she is former president and vice president of the Public Relations Society of America Central PA chapter, former chair of the DE&I Communications Task Force for Horizons National, and former member of the Rutgers University Alumni Communications Committee. Dulcey is currently on the board of trustees for the Lancaster Public Library. She lives in Lancaster, PA with her two sons.

Dave is a business-focused communications leader at the intersection of public relations and technology. He is the head of communications for Uniti’s consumer and business segments—Kinetic (consumer fiber), Kinetic Business (SMB), and Uniti Solutions (enterprise)—supporting customers across 1,400 markets in 18 states and more than 200,000 businesses. He helps teams translate complex technology into clear narratives, applies AI-driven analytics and practical measurement to improve operations, aligning communications to outcomes that serve customers and communities.
Previously, as PwC’s Head of Global Media Relations, he led earned-media efforts across a 156‑country, 356,000‑person network, advancing thoughtful storytelling in AI, consulting, cybersecurity, and reporting. A retired U.S. Air Force Colonel and career Public Affairs officer, he led communications for the Air Force’s nuclear enterprise, commanded the 1st Combat Camera Squadron, and led a counter disinformation team in Europe. In the pandemic-restricted world, he led globally dispersed teams to increase deterrence communications from hundreds to tens of thousands of engagements annually increasing American defense posture and resolve. Known for mentoring communicators and championing ethics—through models like T=T3 (Trust = Transparency, Timeliness, Truth)—he uses technology to make communications faster, clearer, and measurable. He holds a BS in Communications and an MBA.
